Hero has rules for creating "lairs" and "secret bases", so Kimon and Snakeman put some character points to have it. However, its general purpose did wind up getting hijacked by Freeze Frame, since Freeze Frame had the tendency to hang around and not contribute to field world. Fabricator was part of the original game, but by this point had nearly been phased out of things because he wasn't required for much of anything. Mainly, he was simply dependable to be there without causing any additional drama, and his illusion powers were incredibly helpful. He was this super notable villain, but the only thing he did was drive a boat, more or less. He might have been doing more, but one of the frustrations of the game was that the GM never wanted to give up the big "end goal", so no matter how often we successfully infiltrated somewhere or interrogated someone, they just somehow didn't have information we needed. We were trapped aboard a vessel with not really much shot at outside help, facing certain death if something went wrong, so Kimon proposed a rather... well, villainous solution. My proposed plan for the boat was actually surprisingly short, because we couldn't take Freeze Frame with us. The plan was, stay on the boat, observe criminal ongoings, then perform a bust with Freeze Frame's support when the boat returned.
